The project Baltic Urban Lab aims at improving urban planning by developing and testing new integrated models for brownfield regeneration. The project tackles an increasing need to build attractive, high-quality and sustainable urban areas that is a common challenge for all Central Baltic cities.
The project identifies and promotes already existing good practices on brownfield regeneration and facilitates exchange of experiences between planners and experts in the Central Baltic region. New planning tools and models promoting integrated management and co-creative urban planning are developed and tested on selected brownfield sites in the four project cities. The project aims for more inclusive urban planning encouraging the participation of different societal groups including citizens, NGOs, land owners, developers, businesses and other stakeholders in the planning process and maximize the use of knowledge and resources of different parties for the development of high quality living and working environment.
During the project, four cities produce concrete integrated plans and development strategies for selected brownfield sites creating base for development projects and better utilization of brownfields.
All in all, the project leads to an increased awareness of existing good examples and solutions for better management of urban brownfield areas. The project results in a more efficient interaction and cooperation among cities, land owners and developers and other relevant sectors involved in the urban development process in the participating cities and Central Baltic area.

Baltic Urban Lab created and tested new integrated planning and partnership models that help turn brownfield areas into smart and sustainable city districts. Brownfields are abandoned or underused areas that have previously been used for example by industry or military.
One of the new ways for planning is the public-private-people partnership (4P) approach. 4P improves the inclusion of various public sector actors, private actors, residents, NGOs and of civil-society actors in the planning processes through improved dialogue and common understanding of goals.
In total, the project created four integrated urban plans. The plans were piloted in the Itäharju brownfield triangle in Turku (Finland), areas around the Mukusalas street in Riga (Latvia), inner harbour area in Norrköping (Sweden) and the area around the Skoone Bastion in Tallinn (Estonia). In these areas, geological surveys, visualisation models, opinion surveys, risk-assessments and citizen involvement tools were developed, among other things.

The project SAFHY aims at developing labour skills of cleaning service and health care services in Estonia and Finland by aligning curricula and training material both for vocational education as well as the labour market. The project promotes learning and professional skills in these two sectors to reduce hygiene risks and infections while increasing safer environments in health care and cleaning services.
Health care and hygienic cleaning together is one of the highest topic in the whole world and its importance is increasing because of Ebola-type infections. The project promotes using digital network solutions for developing skills and avoiding global diffusion of these diseases. In practice the project improves two curricula and training methods for vocational education. The project also designs and implements pilot education to health care and cleaning services by using digital learning platform.
As a result of the project aligns and enriches two curricula and produces cross-border multilingual digital learning material for students both in cleaning services and health care. Digital learning material improves students’ skills considering hygiene and safer work environments as well as language skills. It also improves their competencies to enter the profession of their choice. Digital Learning material gives multilingual support for learners and teachers and even more for working leaders and workers. Development of working and language skills and also those better matching working opportunities have strong impact on increasing social inclusion.

The SAFHY project compared and aligned two vocational education and training curricula from the hygiene point of view.
In the field of cleaning services, two modules of the curriculum for Cleaning supervisor in Estonia were aligned with the modules of study programme Specialization in Cleaning Service /Site Facilities Operative in Finland.
To align the hygiene aspects in nursing and health care curricula in both countries, selected modules concerning care procedures in the curriculum of Care worker (EST) were aligned with the modules in curriculum for Practical nurse (FIN).
Project developed significant amount of digital learning materials for cleaning and healthcare specialities on the subject of hygiene. Learning materials can be used in Finnish, Estonian, English and Russian in order to support the learning of different groups of students. Digital learning materials include 21 topics for the health care sector, 27 topics for the cleaning sector, 5900 photos, 120 videos in 4 languages. The material contains text, learning tests, videos, photos and a professional vocabulary. Digital learning material was developed for VET institutions and work places.

The project ‘Let us be active!’ aims at decreasing social exclusion and loneliness among older people in Estonia, Finland and Latvia through involving them in voluntary work. The problem is accurate as the population of people in retirement age is growing and loneliness influences negatively their overall health and wellbeing. The idea is to develop a programme that will allow older people to stay active and participate in their communities by doing voluntary work.
The project will analyse existing activities available for seniors, examine their needs in the area of volunteering and produce guidelines for social and health care workers to promote and support voluntarism of the older people. Workshops, meetings and events for seniors, health care workers and social workers will be organized to develop the new form of voluntary activities. At the same time, the information platform in each city will be established and is to be managed by seniors themselves. The experts from the World Health Organization support the project implementation.
As a result of the project social inclusion of older people is expected to improve. The project activities will contribute to the improvement of the health and well-being of older people and their communities. It is expected that at least 100 older people and their families in every municipality will be influenced by the results of the project. Ultimately, the project will strengthen and support the resilience of the communities in the Baltic Sea Region, contributing to the programme’s objective.

Let Us Be Active! improved the community of elderly in three cities: Pärnu in Estonia, Turku in Finland and Riga in Latvia.
The project empowered seniors through a participatory approach and made volunteering options visible, for example at the call center in Riga or through the Tripfriend activity in Turku. The elderly got an opportunity to be socially active, do something meaningful, find fulfillment, find an activity that fits them best and establish friendship. In Pärnu a website on volunteering made activities available for seniors.
The project also changed the procedures and routines for professionals. They got a deeper awareness of senior volunteering and options that can be recommended to seniors. The guidelines for social workers on volunteering are available online in four languages, and the city administration in the partner cities have decided to continue managing the services after the project’s end.
The project succeeded to involve three times more participating seniors (300 > 862) and social workers/health care professionals (105 > 384) than expected.

The BLASTIC project aims at reducing plastic waste and thereby hazardous substances inflow into the Baltic Sea by mapping and monitoring litter levels in the aquatic environment.
Marine litter consists mainly of plastic and packaging material in the Central Baltic region. The project demonstrates how plastic waste in urban areas finds its ways to the Baltic Sea and becomes marine litter. Land-based sources count for most of the marine litter while rivers are major pathways feeding the sea with litter. In practise the project takes regional and national strategies into use on a local level and also produces updated local action plans. The project compiles a list of sources and pathways with recommendations that are closely linked to resource efficiency in waste and water sector. The methodology is implemented in 3-4 urban areas and the concept is further promoted in other areas.
As a result of the project the amount and inflow of plastic marine litter and hazardous substances are reduced in the Central Baltic area and the Baltic Sea. The outcomes that lead to overall result are 100 kg less plastic in pilot areas, real data and a new methodology that suit the pilot areas as well as general guidelines with list of identified and prioritized sources with focus on plastic waste and urban areas. This project is built to expand after the project is completed, which provides conditions that ultimately contribute to the reduced hazardous substances and toxins’ inflow into the Baltic Sea.

BLASTIC developed new methodology and approaches to map sources, impacts and pathways of marine litter. Mapping approaches were combined with monitoring methods to produce the ‘BLASTIC riverine plastic litter monitoring method’ guidelines.
Additionally, BLASTIC also produced a list that identifies and prioritises measures to reduce litter streams from land to sea. The list helps municipalities to create local marine litter action plans. The guidelines and the list are accompanied by a socioeconomic report that looks at the impact of marine litter.
The project tested its methodology in pilot areas, where concrete plastic marine litter was removed. The pilot along with the created materials served the general aim to increase knowledge and awareness about plastic, micro plastics and hazardous substances among different target groups. As part of this, a knowledge bank (https://www.blastic.eu/knowledge-bank/) was setup.

3.2. Improved services of existing small ports to improve local and regional mobility and contribute to tourism development

The project 30MILES aims at improving the overall service level and safety in small ports and waterfront. The problem is that there is no network of small ports with a good service level and enough piers for leisure boaters to visit. As better small ports increase the attractiveness of the region the project idea is to organise small ports into a cooperating network in the distance of every 30 miles.
In practice the project establishes a ring of ports around the Eastern Gulf of Finland to focus on joint development of sustainable port services and marketing activities. Joint efforts are made to improve the services offered in small ports and help them receive better visibility from the potential visitors. Effective marketing is implemented to inform the visitors and to create sustainability for the local businesses.
As a result of the project service level increases in 12 small ports in the Eastern Gulf of Finland. The new ring of ports create an attractive entity which is in the interest of boaters. The information about the services of the ports and accessibility is clearly presented. The improvements attract new businesses and investors, which in turn attract more visitors to the area.

The main result of the 30MILES project was the increasement of the service level at the ports in the Eastern Gulf of Finland (Eastern GoF). The result was achieved with several infrastructure investments in the ports, by creating a network for the small ports and a route risk analysis related to boating in GoF. All in all, 12 different ports and 12 project partners from Finland and Estonia were involved in the project. The project increased the safety and accessability of the ports in collaboration with relevant sailing and port safety officials.
The investements were made directly in the ports. The ports and partners of the 30MILES project shared common values, and a network of ports was set up. It will also function after the end of the project. The route risk analysis offers comprehensive overview on different risks related to boating in the GoF.
The background work was done throughly. 30MILES created two web queries of mapping the sustainability thinking, behaviour and preferences of the small port in Finland and Estonia and the statistical reports were published. Extensive literature review on the earlier studies concerning different sustainability aspects in the context of small ports worldwide, was produced. This report also included the analysis of the open web query answers, reflected to the literature. Report includes a route map to reach sustainable port operation, outlined especially for the project area. A scientific manuscript on the key results was produced. One report and a scientific manuscript were produced on the results. The report includes a list of recommendations, how to advance the holistic long-term sustainability in the small ports.
30MILES also created an investment planning tool for sustainable small ports. The tool is based on the understanding gained and data collected during the project, concerning the aspects of sustainability in the small port context. A user manual and the model code are published on the project web page and are free for anyone to use.
During the project lifecycle in 2015-2018, example of routes between 30MILES harbors, Approach videos to 30MILES harbors, Safe Harbor video course, Small Harbor safety review and Eastern Gulf of Finland boating risk analysis was made.

The project REGI supports Estonian migrant families divided between Estonia and Finland due to work-related reasons. As migration from Estonia to Finland has grown in the last 5-10 years it has brought along a variety of social issues, for example unhealthy or broken families. The project builds stronger and healthier communities and societies both in Finland and in Estonia.
During the project social work professionals together with the families will develop solutions best suitable for supporting families from Estonia and ways to solve the related problems. The activities focus on training the social work professionals and volunteers to notice challenges related to work migration before they grow to be problems. This is a multi-directional process in which family-members not only receive support, but act as supporters in group activities. The activities include sharing first-hand information and skills on how to develop effective support methods.
As a result of the project the wellbeing of families and their members improves and wholesomeness increases on the community level. Successful implementation of project activities increases the number of communities with improvements as the piloted methods and practices are disseminated and adopted throughout Estonia and Finland. The developed methods are universal and transferable and can be used also in other countries.

Work-based migration from Estonia to Finland has been growing in the last decade. As a result family members might be separated by the distance and suffer because of that. Project REGI was implemented to support Estonian families affected by this issue.
The project approached this challenge by developing ad hoc solutions such as information events for Estonians, peer support group activities as well as events for families and their children. Professionals dealing with migration-related issues — social workers and health care workers — as well as students, were also instructed on the matter. They received information about the kind of challenges Estonian workers in Finland and their family members may face, whether in the new homeland or at home and what kinds of information they need to experience a smoother transition in case they decide to move to a new home country, in this case, Finland. The project also produced short videos aimed at describing the supportive group method used by the project as well as a book aimed at improving Estonian children's perception of their new life situation.
Altogether 566 Estonians both in Finland (Turku region) and Estonia (Rakvere region), 189 professionals working with them as well as volunteers, were involved in these activities.

The project SIPPE aims at increasing the well-being and social inclusion of the elderly by offering them better possibilities for voluntary work and participation in the society through social activities. The idea is to prevent problems like loneliness, health loss and depression by developing cost-effective methods to activate the elderly and, in this way, maintain their well-being.
In practice the project develops a concept called the “well-being party” where the model comes from network marketing businesses (e.g. Tupperware) but has no monetary aspect involved. Voluntary people are trained to hold parties for the elderly people’s own networks in their own homes or other places under different themes like healthy eating, physical activities and social participation possibilities. The project hopes to trigger a snowball effect where participants of the parties become encouraged to host own parties and even become registered volunteers themselves.
As a result of the project elderly communities both in Turku and in Tallinn have encountered several improvements. Participation of the elderly in communal voluntary activities has increased and thus also the social inclusion of the elderly has improved. SIPPE activities strengthen local safety networks and elderly are more capable to take care of themselves as well as of other older people in the community.

Elderly people are vulnerable to loneliness, health problems, and depression. To support their well-being, project SIPPE developed a so-called well-being party method. Well-being parties aim at activating the elderly and to improve their overall well-being. Well-being parties are events hosted by elderly people themselves and focusing on topics such as nutrition, sleep and rest, participation in social life, nature, physical activities, and music. To enable these activities, the project developed a method to train elderly people as host/hostess of well-being parties. A handbook for volunteer host/hostess of wellbeing parties and a Guide for organizing and managing wellbeing parties were produced by the project and adopted as support material for the training.
In the framework of the project, 25 elderly people were trained as party host/hostess volunteers. Altogether 1191 elderly people participate at wellbeing parties organised during the project. The project involved elderly people living both at homes and at elderly care centers in Tallinn and Turku. Elderly people who trained themselves as host/hostess of well-being party visited each other and these visits created lasting connections.

Cross-border cooperation is the only way to give impact for small destinations on the international tourism market. In the HANSA project, the hanseatic heritage will be developed for its great cultural value from three perspectives: the local, the national and the international. On the local level the existing attractions are made known to a broader public. The national perspective aims at bringing cities and their attractions together to strengthen the national tourism product and offer interesting packages. Finally, the international perspective aims at development of cross-border tourism packages.
The project will do branding activities, create materials, and disseminate information online and via tourism organisations and info centres promoting the hanseatic history as well as the Baltic Sea region as an attractive place to see and learn more about it. The project will also strive for linking the local attractions to a wider European context of hanseatic history.
The project outcomes will include more tourism packages based on cross-border cooperation, more visitors to the destinations, a prolonged tourism season as cultural tourism is all-year-round tourism and improved economy including more jobs.

As its main result, the project connected several historic Hansa towns: Cesis, Limbazi, Koknese, Kuldiga, Valmiera, Pargaujas/Straupe and Vidzeme from Latvia, Pärnu and Viljandi from Estonia and Visby from Gotland and developed a joint tourist attraction based on their Hansa history.
All participating cities made research about their Hanseatic history and heritage. It brought pride to towns and citizens to belong to a strong brand and an important European context. Through the research, also historic recipes were found and are now produced as local Hanseatic specialties.
Project organised seminars and events to make stakeholders and citizens aware about Hansa heritage of their towns. In addition, gastronomy festivals were developed which help to prolong tourism season. Project representatives participated at several international tourism fairs, Hanseatic Days, other international and national events to promote the participating towns as a joint historic Hansa towns destination in Gotland, Estonia and Latvia.
Project used sustainable solutions whenever possible throughout its implementation. IT-solutions were in use to provide historic and tourist information as web information, on info screens, downloadable brochures and apps. When preparing tourist information, environmental-friendly biking, walking and hiking products were kept in mind. By supporting locally produced food, transports of goods are diminished and has given impetus to growth and development of SMEs. The cultural and social sustainability was supported by the involvement of stakeholders and citizens in local Hanseatic events and festivals.
Real cross-border value was achieved by increasing cooperation between Gotland, Estonian and Latvian Hansa towns. Joint tourism development and marketing makes them more attractive as a joint tourism destination.

The ICT SMEs within the Central Baltic countries are in a challenging situation due to a very small size of fiercely competed domestic markets making it necessary to penetrate into new markets. Through joining resources it will be possible to elevate branding, join and jointly use available resources for market studies and promotion as well as establish constellations eligible for further expansion in the new markets.
The project ICT Meta Cluster aims to create a complete value chain offering 400 ICT-oriented companies in Estonia, Latvia and Sweden resources to generate first sales of their products and services at new markets, to expand the sales within the respective countries and regions, and finally to prepare for further expansion of the business activities.
By the end of the project, the ICT Meta Cluster is a validated ecosystem for establishment and further business expansion into new markets. The participating SMEs have an access and are familiar with the target markets’ export analysis, have received match-making results for their product in the target markets, have performed necessary adaptations of products and services as well as received support with export/import regulations. Finally, at least nine sales at target markets have been achieved.

SMEs within the Central Baltic countries are in a challenging situation due to a very small size of fiercely competed domestic markets making it necessary to penetrate into new markets. The project has jointly developed a toolbox to support ICT sector SMEs in Sweden, Estonia and Latvia to succeed in exporting into new markets.
Joint resources have made it possible to elevate branding, join and jointly use available resources for market studies and promotion as well as establish consortiums capable for further expansion in the new markets.
The main results of the project were 16 sales achieved by participating companies. For that 31 countries as well as markets outside EU/EFTA were targeted, and 50 SMEs participated in project activities. The number of achieved sales and the number of actively participating companies were exceeded. Main benefits for SMEs who participated in project activities are increased knowledge of possibilities in exporting and increased potential on international markets. The real cross-border value added was achieved by continuing the use of jointly developed tools to support companies within new cooperation projects.

The Estonian and Finnish culture have been in a constant interaction since prehistoric time. There are historical key sites on both sides of the Gulf of Finland, from where the areas have been reigned or the control of them have been contested. At present many of these sites are undeveloped and unknown as tourist attractions. The Lights On! sites have a high potential to become attractive tourist destinations.
The Lights On! project will design and package eight historical sites into attractive tourist attractions, by improving visitor experience, on-site services, creating joint marketing tools and developing new creative products. Infrastructure will be developed for improving visitor experience and also to improve sustainability by e.g. protecting vulnerable areas from visitor flows. Cross-border cooperation of educational institutes brings in new kind of expertise in cultural management and creative entrepreneurship. New products will be developed in cooperation with local entrepreneurs by using innovative service designing concepts.
Creating attractive new products and new marketing tools will increase visitor numbers on sites, attract new visitor groups and attract visitors to move between the sites. When local communities start benefitting from the sites and participate in project events their awareness of the historical and natural values will rise. The project will enlighten the history of the North-Eastern Baltic Sea.

The project LightsOn! combined eight historical sites in Finland and Estonia into a joint attraction. This was achieved through activities that included e.g. themed events with light installations, a mobile application and an entrepreneur training programme. The training resulted in better involvement of local communities whereas the events (16 in total) helped raise awareness about the sites and attracted new target groups. The events advanced marketing as well which was done under a single visual appearance as an event locations.
In addition to joint activities and events, infrastructure was improved at selected sites. Infrastructure improvements include building or renovating viewing platforms, stairs, picnic tables, information boards and installing permanent lightning to allow visits after sunset.
Light-themed events attracted 23 000 visitors altogether. Participant numbers ranged from an intimate 75 persons to approximately 8000 at the Valge Öö Keila-Joal festival. The yearly increase of site visits was 32 900 (mostly Vallisaari in 2016) and the total number of new visitors was 56 200. Increase of yearly visitor numbers is yet expected to show in next few years as all construction work is now finished and sites with improvements can now be taken into full use.

Cities play a significant role in our efforts to reduce the effects of global climate change. Smart cities and innovative urban environments will be the main target of investments in e.g. Africa, Asia and South-America within the next ten years. For the Central Baltic region to play a significant role in exporting the research and development and innovative solutions developed here the companies providing smart city solutions need to be supported. The SME2Go project focuses on improving the competitiveness of ca. 500 identified smart city solution providers in in Estonia, Finland and Sweden.
SME2Go focuses on improving the competitiveness of these smart city solution providers. The project brings together SMEs and their knowhow, trains them in sales and marketing skills, provides market intelligence and forms consortia out of these SMEs with readiness to enter new markets.
As a result, during the project 3-5 cross-border consortia of Central Baltic smart city SMEs are formed and 2-3 new sales in relevant target markets achieved either during or shortly (1-2 years) after the project implementation.

The SME2Go project focused on improving the competitiveness of hundreds of identified smart city solution providers in Estonia, Finland and Sweden.
The project brought together SMEs and their knowhow, trained them in sales and marketing skills and provided market intelligence. 10 consortias was formed representing joint offers to target markets by 60 companies. Many companies got a chance to participate on either planning of or an actual export mission to the markets that they would not have been reached without the cross-border collaboration. By the end of the project the first sales for participating companies were achieved and work continued with business leads and contacts
The project supported 163 unique companies and one durable outcome of the project is continuous cooperation among partners to support companies in their efforts to prepare for entry and to enter to the new export markets.

2.3. Better urban planning in the Central Baltic region

The project Live Baltic Campus aims at developing campuses as innovation hubs by creating better urban environment for businesses and residents and thus contributing to new job creation in the local economy. The idea is to create a working method for participative urban planning which is adopted by cities as part of their normal work.
In practice, the project brings together city planners, government representatives, campus developers and stakeholders to utilize the campuses as labs with an aim to develop plans for better integrated urban management of the Central Baltic region. The project creates a network of practitioners ensuring knowledge transfer between the northern and southern parts of the Central Baltic region. Pilot implementations conducted in each area explore participative urban planning in its different phases, from preceding the official planning, to activities supplementing the official planning and following the official process.
As the main result, project creates integrated campus development plans, as well as service concepts and implementation plans for each partner region via pilot cases co-developed with the city government and stakeholders. In addition, the project creates a platform for discussing policy objectives, exchanging best practices and improving the quality of life indicators. By creating better urban environment for businesses and residents, the project creates new jobs and has positive impacts on the local economy.

For quite sometime, cities have taken steps to include all actors in their urban planning process. Planning according to this principle presents many advantages; those who operate in the area, know their needs best and usually have relevant ideas on how to fulfill them. But what are the best methods to involve them in the process? Live Baltic Campus tested many different ones whilst developing their five integrated urban plans in the university campus areas of Helsinki, Riga, Tartu, Turku, and Uppsala.
The plans were realised based on the outcomes of four Livable City Forums, and several local events organised by the project. The five campuses around which the integrated plans were developed are:
- Helsinki, Metropolia University of Applied Sciences, Myllypuro Campus
- Riga, University of Latvia, new campus in Tornakalns neighborhood
- Tartu, University of Tartu
- Turku, University of Turku
- Uppsala, Uppsala University
The plan designs, based on the insights and ideas streaming from the participatory processes tested in each pilot area, resulted in the production of a Development Ideas Book, and in the Dream and Seeds Design process manual.
