Young people living in either disadvantaged or remote communities are at risk of social and educational exclusion. Between the age of 16 and 25, young people are shaping their future with their education and career choices. Peer, family, as well as community pressure, all play an important role in this process.
The project "Making my future" connects youngsters with professionals from Estonia, Latvia, and Finland. The aim is to support the youngsters in shaping their future by learning new skills and by promoting self-esteem. Action learning - that is working together with young people by using socio-cultural and future guidance methods – enhances their potentials and engages them in small scale projects aimed at having an impact in their communities.
The process entails a community study method, the co-creation, and implementation of small-scale projects in the local communities and a virtual platform. The activities will be planned and implemented by the youngsters themselves. Results and methods will be free to use and will mostly be promoted to NGOs and educational institutes working with young people and communities.

MAMYFU activated young people living in disadvantaged communities and promoted their individual creative skills to strengthen their capacity for a better future for themselves and their communities. Several young participants from marginalized or risky life situations were able to enhance their self-esteem, future orientation, and skills via project activities.
The project organised three intensive one-week courses where different methods were used to empower young people and improve their entrepreneurial skills. In Finland: Making my future - photovoice; in Latvia Future Post-corona - drama and improvisation; in Estonia: My Future, my planet - educational gamification were used to support young people’s skills development in a proactive way. Intensive courses brought together young participants and project staff to work together in a collaborative way, to learn with each other, from each other and about each other. In between the intensive courses, creative online workshops were organized to orientate to the intensive weeks´ themes and to keep up participants engagement. The courses were evaluated in feedback forms, discussions and via deeper group interviews.
Project participants were engaged in small local projects. Through that, youth became more visible, gained local recognition and empowerment. In Finland the participants produced and organized a photo exhibition, in Latvia a public culture event at the local town square, and in Estonia they created educational learning games.
Creative art- and action-based activities and methods that were used and tested in this project have been found effective and engaging for project´s target group and objectives. All methods are cost-effective and grassroot-oriented and can be renewed and repeated later on. Ho Chi Minh City and Da Nang municipalities in Vietnam as well as the Guangzhou region and the Hebei province in China, are currently implementing Smart City Master Plans (or equivalent masterplans) and are actively looking for different smart solutions to implement these plans. SMEs specialised in smart solutions in the Central Baltic region, have the potential to provide such solutions but, need business support to reach the actual deals.
Project 4SmartGrowth aims at increasing export possibilities in these markets for Central Baltic SMEs by taking advantage of the already existing business connections that project partners have established separately. In the framework of the project, promising SMEs will be selected and trained to increase their export opportunities in these markets.
These activities will be supported by export missions and pilots.

The overall objective of the project was to jointly use the existing business intelligence and connections that partners had with 2 regions in China and Chile for increasing the export of the CB region SMEs. Project main planned result was to reach 3-4 sales agreements in 3 markets during or shortly after the project, and to organise export missions for 30 SMEs from CB clusters to new markets.
Due to the COVID-19, the project had to adapt and implement a turnaround from the traditional physical traveling to external markets with a digital matchmaking program. This taught the consortium that it is possible to arrange successful export activities online. 35 companies attended digital matchmaking activities in 3 markets. By the end of the project 3 sales agreements (one in Chile and 2 in China) and 2 commercial representation agreements were signed. There are still 41 pilots under discussions that hopefully will turn in to agreements in near future.

Young people in the 18-30 age group with a history of mental illness face the risk of social & economic exclusion. To address this challenge, a cross-border approach is needed because relevant professionals located in different regions, can offer a more comprehensive response to the target group's needs.
The project aims at developing a holistic & transferable training programme which will build on the experience and expertise of the R & D Centre located in Linkoping, Sweden & Zemgale Planning Region in Latvia to promote the inclusion of this target group. The programme includes personal action planning, the recruitment & training of mentors, & a toolkit of options including arts/creative activities, sports, excursions, volunteering, vocational 'taster courses & work experience to support individuals in moving closer to the labour market.
The project activities will be piloted with 20 mentors and 40 young people. The results will be evaluated & disseminated to the project target groups.

RETHINK improved social inclusion of young adults aged between 18-30, who had a history of mental illness. The project goals were realised through a holistic and innovative training and support programme which was developed by project partners from the Linköping and Zemgale regions.
The basis for the inclusion programme was created by training the mentors for the target group to support them during the RETHINK programme. In Sweden mentors were volunteers, whereas in Latvia they were professionals from the field of social and health care.
The content of the training and support programme was designed to enable tailormade solutions and paths based on individual needs of the participant. For example, participants were provided with activities which improved their daily routines, pathways to work and communication skills to help them navigate back to the society.
Altogether, around 20 mentors were trained and 40 young people from the target group participated in the RETHINK programme.

Northeastern China and Malaysia are suffering from anthropogenic emissions. In Finland and Estonia, there are companies who are well equipped to export solutions to tackle this challenge.
The ASIA-CLEAN project supports the exporting efforts of Finnish and Estonian companies specialised in this field by providing:
1. Business matchmaking and market information sharing events,
2. Coaching the companies on cultural and other local specialties of those distant markets,
3. Advising on the technical adaptation of products to the target market needs,
4. Support in communication and networking with local potential customers,
5. Seeking business leads on the target markets,
6. Advising and supporting in the development of sales.
To establish new export networks for long-term collaboration, the project aims at reaching 250 companies and other relevant stakeholders in the market in question and to involve about 100 companies in the project activities

The goal of the ASIA-CLEAN project was to increase the export of Finnish and Estonian cleantech, healthtech, smart city, environmental and energy technology companies to the project's target areas in China (Jinan and Shangdong regions and Tianjin) and Malaysia.
Project implementation started almost the same time than all borders were closed due to the COVID19 pandemic. This created challenges to project implementation when travelling to target market was impossible. Project, however, found new ways and solutions to implement the project as well as ways to create and have a frequent contact with the representatives from the target markets. One of the most useful and valuable solution was to have active business experts at local market who were able to act as a node between the target market clients and project partners as well as ASIA-CLEAN project companies. There was a bit over 200 companies who received support and knowledge about entering to Chinese and Malaysian markets through the project activities.
The most valuable and interesting achievements of the ASIA-CLEAN were the realized deals and tailored export benefitting achievements. Altogether 12 deals were obtained. Eight of them focusing on China and four on Malaysia.

In Latvia and Estonia stay-at-home mothers of pre-school-age children belonging to ethnic minority groups - generally of Russian, Belarusian, Ukrainian and Polish origin - are often at risk of social exclusion. Their potential in the job market is left unharnessed.
The project aims at creating a model to foster their employability and involvement in entrepreneurship through an interactive ICT platform and a series of supporting events. The platform will offer mentoring, networking, matchmaking and self-learning possibilities. Round-table discussions on employment, Entrepreneurship Days “Running own business is an option!” and Networking people-to-people events will be organized. Volunteering options will be provided.
The expected result of the project is more self-fulfilled mothers that could contribute to creating a healthier community. It is expected that 460 mothers and 100-120 other stakeholders will be involved in the project.

As its main result, project ActiveMoms developed a holistic model for social inclusion of women who stay at home with their pre-school-age children, do not participate in labour market and belong to Latvia’s and Estonia’s largest ethnic minorities. The model aims to support the social integration of target group through employment, entrepreneurship, volunteering and networking and can be used by other organisations supporting similar target groups. All methods used in the model were piloted with the target group.
ActiveMoms also developed an ICT platform which made it possible to find a mentor from another country and get support based on international experience, as well as communicate with a mother from another country and discuss with her the possibilities of a common business. Volunteer opportunities in in both countries were also provided and used by mothers.
Active Moms was a good example of a project where joint activities were implemented for target groups from different countries. Thereby, the cross-border effect was achieved in a very practical way. Project participants (young mothers) were able to compare their situation and possible solutions for social and labour market integration with people in similar situation in neighbouring country. Participation in the cross-border events provided the target group from Latvia and Estonia an opportunity to get to know stakeholders and entrepreneurs from both countries, to learn about the various possibilities for entering the labour market after a significant break, including through starting their own business.
Finally, the cross-border approach allowed the target group representatives to better understand each others’ mentality, differences and similarities and build personal relationships. This has a positive impact on the social inclusion and labour market entry of moms in both countries and contributes to the well-being of their families in the Programme area.

Biogas is an important renewable energy source for reducing dependency on fossil fuels and tackling climate change. Therefore, biogas production has increased rapidly both in Europe and in the Baltic Sea Region. However, the biogas production is dependent on nutrient-rich organic biomasses and if the production is not managed in a sustainable way, it can be a significant source of nutrients to the environment and the Baltic Sea.
The project will tackle this challenge by 1) developing regulatory and operational practices which take into account and minimise nutrient leakages to watercourses from biogas operations 2) balancing the regional use of digestates and integrating the available information on nutrient flows into regional nutrient maps for decision-making and 3) creating markets for digestates by establishing quality assurance systems and 4) finding feasible solutions for use of sewage-based biomasses. In addition, the project will increase knowledge and awareness of the nutrient management issue in biogas production.
The project activities will focus on Southwest Finland, Latvia’s Zemgale and the Åland Islands. By addressing regional challenges and developing regulatory, economic and voluntary measures for improved nutrient management, the project partners also provide solutions for use on the national and Baltic Sea region levels.

The project has improved the nutrient efficiency of 29 biogas plants as nutrient load sources. The exact reductions have not been measurable as such, but the project has given authorities new information and tools to guide and supervise the biogas plants. Inspection checklists and permitting process have been improved for biogas plants.
Key people from Regional Planning and Environmental and Agricultural ministries have been informed on the need to include biogas industry in the future biomass processing plans, which are currently being made (for household organic waste mostly) in Latvia. Supervision and support authorities have information on best practices for improving environmental risk management and how to support implementation of such practices. The project has suggested to the Ministry of Agriculture and Forestry of Finland that regional nutrient balance (using nutrient maps) and status of the water courses should be used as a criteria for nutrient recycling support scheme for biogas production.
In Latvia, the biogas plants have been informed on high-risk practices and that they should take extra care to minimise them as LSES will supervise them especially closely. In Finland ELY is utilising the project outputs when giving advice to new and existing biogas plants. Some of the recommended good practices also have economic benefits.
The existing Finnish quality assurance scheme will be updated according to the proposal done in the project. This way the scheme will better meet the requirements of the existing legislative framework and make it more useful both for fertiliser producers and users (farmers, food industry). The preparation of Latvian quality assurance scheme proposal provided useful information about similar schemes in Europe and new information to Latvian biogas operators.

The main result in the project was developing the participants – young females - entrepreneurial capacity, mindset and skills. For many participants, the project was a start into the world of entrepreneurs and an eye-opener for the help they can get to take the next step in their career. Several participants continue to develop themselves after the project via other training and support systems to develop their business ideas and leadership skills.
Project created opportunities for young female entrepreneurs to gain practical experience of running their own business. During three interactive training cycles 50 international student companies were created, some of which actually got a product or service to the market. In addition, project encouraged the participants to see that they have grown as entrepreneurs and leaders and to see that they can use their entrepreneurial skills in other contexts now and in the future.
For project partners from Sweden, Estonia and Latvia, the project deepened the knowledge of what the process of business start-ups and relevant support systems look like in three participating countries.
For the participants, the international value was a part of the learning. Participants gained perspective on their own entrepreneurship by reflecting it in an international perspective. Many participants described working together in international teams and learning effective communication as both a challenge but also one of the best things about the project. As female leaders and entrepreneurs, the participants of the project are better equipped for future assignments.

The project ChangeMakers aims at nurturing a sustainable entrepreneurial mindset by way of involving students under 18 to develop cross-border start-up simulations based on environmental challenges. In order for the students to successfully develop their start-ups, the project will provide:
1) information about the environmental side of the business (safety, regulations, legislation) 2) guidelines on how to do business and for distance communication) 3) tools for teachers for coaching their students on sustainable business practices and 4) and a pedagogical study module for vocational school and for upper secondary school.
As a result, altogether 50 start-up simulations provided by local businesses and companies will be tackled by students in the framework of the project and the tool developed by the project will be piloted and made available after the project ends via the open access ePlatform tool "ChangeMakers"

One of the most valuable and interesting achievements of the project was a functioning study module for upper secondary and vocational schools. The study module consists of high-quality eLearning materials on circular economy, cross-cultural teamwork and communication skills, innovation management, entrepreneurship, prototyping, market research and pitching.
Project created an open ePlatform for cross-border joint student companies on environmental challenges. The platform gives access to the eLearning materials with PowerPoints, word-files for teachers, and additional videos, as well as examples of created environmental challenges. The ePlatform supports students’ on how to become an entrepreneur, enhance one’s creative skills, self-competence as well as social intelligence.
Additionally, the project established cooperation with the business sector around the Central Baltic area, which allowed the students to solve real-life environmental challenges. Student teams provided the business sector with working and inspirational solutions for their possible future use.
53 student teams were formed during the project implementation, each consisting of students from at least two participating countries - Finland, Estonia, Latvia, Sweden and Åland. The activities that led up to ready student start-up simulations gave the students an opportunity to a multidimensional experience and boosted the student's experience on international joint teams.

The involvement in Social Entrepreneurship (SE) is at a low level with less than 1% of the business population undertaking such activities. In order to boost social entrepreneurship an education programme developed collaboratively with companies is needed.
The objective of the project is to innovate aligned professional, higher education in social entrepreneurship in Degree Programmes in four CB area countries. We will develop entrepreneurship education, as well as create SE training for companies' continuing education. The aim is to strengthen the role of social entrepreneurship within the CB area in the long run by developing an in-depth understanding of the state-of-the art of SE via company surveys: know-how of challenges and needs of SE in CB area.
As a result, the project will innovate SE learning materials: it will provide a new theory of SE and practical case studies aimed at ensuring the alignment of the curricula with society, and will develop a training module for companies.

The project iSEE focused on developing study course about social entrepreneurship. The project resulted in 12 ECTS course which is targeted for students, and finetuned for the needs of entrepreneurs.
To be able to create a need-based study course, the project collected information and data about social entrepreneurship from EU reports, and academic literature, and interviewed social enterprises and social enterprise organizations. Partners benchmarked social enterprises and ecosystem of social enterprises to create learning materials, to describe how they combine economic activities and social mission and how they define success. Lessons learned were put in practise during the intensive study week i.e., students from partner institutions (LAB University of Applied, University of Tartu, Riga Technical University and KTH Royal Institute of Technology) worked together with social entrepreneurship cases and topics and got familiar with the opportunities that social entrepreneurship could offer.

According to the Finnish National Agency in the 2019 Education report, knowledge about sustainability principles is by far the most important generic competence employees need to acquire in the future. The countries across the Central Baltic region such as Finland, Latvia and Estonia are all committed to the UN sustainable and EUSBSR strategic goals.
In order to provide future employees in this region with the possibility to acquire knowledge about sustainability principles, the Sustainability in Finance (SuFi) project is developing a vocational education and training (VET) open online module about Sustainability in Finance (15 ECTS).
The project activities involve testing, piloting and developing a survey about the competence needed in the financial sector. Students, lecturers, associated partners, stakeholders, and project partners will engage in meetings, workshops and on an ideation e-platform (Stormboard) in order to produce the online module. The module will be then tested and piloted on Moodle and made available via an open educational platform.

The project SuFi created a 15 ECTS study programme on Sustainable Finance. The project resulted an open online education module within business education to meet new competence needs. The module is rooted in partner institutions and made available for all, on an open educational platform (Moodle).
To be able to develop a need-based study programme, the project made a survey which mapped the finance service sector professionals’ expectations on future sustainability competence needs among vocational business graduates. The ideation process of the study programme also included views from educational institutions including students.
The study programme includes three modules which can be also studied independently. The modules are following:
The study programme was piloted by four partner institutions: Haaga Helia University of Applied Sciences (FI), Vocational education and training center "Liepajas State Technical school" (LV), Tartu Vocational Education Centre (EE) and Åland University of Applied Sciences (AX). Totally over 400 students took part in piloting.
The study programme can be accessed through Haaga-Helia Applied Science moodle platform by logging in as a quest and selecting Sustanable Finance project.

4.2. More aligned vocational education and training (VET) programmes in the Central Baltic region

To improve mobility in the whole Central Baltic area, its transport system needs to increase traffic safety, efficiency, mobility and customer satisfaction across national borders, whilst reducing the environmental impact. To achieve this goal, Inteltrans project is working on modernizing higher education (VET) curricula for transport and traffic management professionals by addressing emerging development needs and by creating a joint Intelligent Transport and Traffic Management study module (15 ECTS) that will be piloted among international students.
The project results will be achieved by combining traditional and e-learning methods as well as by using a simulation environment. A significant emphasis will be put on the integration of IT and telecommunications technologies into the transport and traffic safety management programmes.
As a result, the project will create a study module thanks to which a greater number of employees will possess the skills and competences needed in the current international labour market. The methodology and materials developed by the project will be applicable and replicable outside the current partnership as well.

Project partners developed jointly a harmonized and modernized Intelligent Transport and Traffic Management study module (15 ECTS) and teaching methodology focused on transport and traffic safety management. The study module was developed by experts from three participating countries Estonia, Finland and Latvia. Different traffic and study conditions in countries were discussed and integrated into the study module. Joint study module was piloted with multinational groups of students.
Integrating the harmonized and modernized Intelligent Transport and Traffic Management study module to partner schools’ curriculum is expected to stimulate more cross border workflow as the education the students receive is common in all three countries. This also helps to increase traffic safety, efficiency, mobility and customer satisfaction across national borders, while reducing environmental impact.
In addition to the study module, relevant teaching and study materials, structured e-learning materials, teaching methodology for using simulation tools and common virtual study and teaching environment usage plan were developed.

Baltic Explorers aims at supporting companies in the game industry from Finland, Sweden, Estonia and Latvia to reach new markets in Asia and in the US.
The overall project objective is to strengthen the Baltic Explorers game industry cluster in the Central Baltic Region and to support the clustered companies to reach five to seven new publishers, investor or partner deals from the Asian or US markets.
The partner regions located in Sweden, Finland, Estonia and Latvia have active game company clusters with great potential to succeed in global markets. The project aims at supporting them by taking them to four/six B2B game industry events in Asia and the US to meet publishers, investors and potential partners.

The overall objective of the project was to strengthen the game industry cluster in Baltic Sea Region and support the cluster to reach new publisher, investor or partner deals from the Asia or USA markets.
Project achieved 7 publisher deals, 6 investment deals, 4 project deals, 2 newly established and registered (Ltd.) companies, 5 AWARD-winning game achievements.
Project has improved awareness about the Central Baltic Region Game Industry Ecosystem. They created the cluster community (Be BIG community) where game companies from Estonia, Latvia, Sweden and Finland can introduce themselves, support each other and get connected to cooperate in the future. It is now a well-known platform among key players in the industry in which game companies can share their experience and achievements.
