Project Summary:

The project MobiCarnet aims at improving the transport flows of goods and reducing the time-consumption of the movement of goods in three strategic transport corridors between Estonia and Finland. The idea is to enable an integrated system for automated and paperless management of transit documents and for tracking movement of goods in real-time. Currently there is no united and integrated system that enables to manage the transport related information and documentation across borders electronically, which makes the transportation of goods time consuming and ineffective.

In practice the project helps to harmonize transport procedures by enabling real-time overview of trucks and goods movement for all authorised organisations involved and preventing duplication and double checking of data. The MobiCarnet system will be first implemented within the three corridors in the region of Estonia and Finland. After the project, both partners are responsible for improving the system further according to the needs and possible changes in the regulations of the country.

As a result of the project the transport flows of goods improve and time-consumption of the movement of goods reduces in three strategic transport corridors (Ikla-Kotka, Ikla-Kemi and Luhamaa-Turku). The project reduces transportation time of goods in three transport corridors by more than 13%. The project is implemented in close partnership with the Association of Estonian International Road Carriers and Finnish Transport and Logistics SKAL. All in all, the project identifies and targets the challenges related to the improvement of the transport corridors within the Central Baltic region.

Expected results

The project contributes to the programme result indicator by reducing transportation time of goods in the transport corridors by more than 13%. Main results of the project are the following: 1. A joint integrated system of Finland and Estonia to increase the efficiency of transport corridors and decrease the time consumption of flow of goods each corridor. An example : a) In Ikla-Kotka corridor the transportation time is ca 12.5 hours (preparation 1h, loading 2h, random checks by customs in both countries 1.5h, driving time 8h). With MobiCarnet, the duration of whole process will be reduced by 1.5h in total, thus the duration is 11 hours. b) In Ikla-Kemi corridor the transportation time is ca 21 hours (preparation for customs 2h, random checks by customs in both countries 2h, driving time 17h). With MobiCarnet, the duration of whole process will be reduced by 2h in total, thus the duration is 19 hours. c) In Luhamaa-Turku corridor the transportation time is ca 16 hours (preparation of documents for customs 4h, random checks by customs in both countries 1h, driving time 11h). With MobiCarnet, the duration of the whole process will be reduced by 3h in total, thus the duration is 13 hours. 2. All documents are electronic and in one system enabling access to all authorities thus making the controlling of vehicles more effective. 3. The processes of different phases of transportation of goods are automated and optimised. Collecting documentation from different institutions in preparation phase or providing them for random checks on paper is not necessary, as MobiCarnet keeps them in one electronic system. 4. Transportation of goods is faster, as the customs do not have to stop the trucks on the road. 5. All information related to the transport of goods is available electronically and in real-time. The authorities are able to check the list of goods, the condition and fuel level of the vehicle as well as to track the movement of the vehicle in real-time and automatically.
