The project FinLat-logic developed a joint study programme for vocational education in the field of logistics. It harmonized professional education programme of “Logistic Worker” implemented both in Finland and Latvia. As the programme includes strong element of work-based learning, the study programme was developed in close cooperation with representatives from logistic companies. The companies also provided an opportunity for students to do work-based learning across the borders during the project implementation and piloting of the developed study programme.

The project process of aligning vocational education programmes is described in the report "Aligning work-based learning curricula in VET programs of logistics through cross-border WBL in Latvia and Finland".
The developed study programme on “Logistic Worker” includes following modules:
1. Picking and dispatching goods
2.Receipt and storage of goods
3. The Warehouse inventory and survey
4. Receiving and issuing goods in warehouse

Baltic Loop improved transport flows of people and goods in three selected corridors of Central Baltic region

Project target was to improve 3 East-West direction transport corridors in Central Baltic region. These are Northern corridor Örebro – Turku – St. Petersburg, middle corridor Örebro – Tallinn – St.Petersburg and Southern corridor Örebro – Riga – St. Petersburg. Project analysed situation along these corridors, defined hindrances and bottlenecks in different sections or transport nodes on corridors (ports, logistic terminals, border crossing points, etc.) and proposed solutions for improving the flow of transport. Several studies were conducted and analyses made for improvements that will shorten the transportation time of goods and passengers. Project concluded that for example on Northern corridor the potential time saving will be about 20 minutes, if proposed improvements would be implemented. It will generate up to 58 kg less CO2 emissions per one truck.

Important achievement was also the creation of platform for gathering stakeholders of the field and expand a dialogue about the challenges, obstacles and possibilities that are identified in the transport and logistics sector from all participating areas. Project results will be integrated into strategic transport and regional development policy planning documents. In addition, the created cooperation between municipality planners and private sector (mainly transport and logistic companies) should create better understanding for future development.

CoMET created a training programme for maritime, logistics and cargo handling

The project CoMET created a training programme for maritime, logistics and cargo handling. The programme includes several different entities, like cross-border simulator training program, simulator-based training, emergency procedures, watchkeeping, operation of machinery system and engineering watch and cargo handling. The training programme is based on the labour market and educational needs which were mapped in the project and published in the publication “Establishing Learning objectives for Maritime simulator training. CoMET Project Report on Maritime Educational Needs and Learning Objectives”.

Training programmes for maritime, logistics and cargo handling has been collected to online Training Manual. The Manual and contact information can be found on project webpage.

There is also a separate publication about “Methods and pedagogy of maritime simulator training. CoMET Project Report on Guidelines for Simulation Education used in Joint Training”.

Besides the training materials, the participated Maritime Simulator Centres are now connected to European Maritime Simulator Network and are enabled to cross-border seafarers’ training. Piloted joint simulator centre trainings were documented on video.

The EfficientFlow project improved the flow of goods and passengers through the two corridors of Gävle-Rauma and Stockholm-Turku in Baltic Sea Region by implementation of Sea Traffic Management concept.

The project had two blocks of activities:

1. Port flow optimisation - development of Port Activity Application

Port Activity App™ is a digital solution for sharing information before and during a ship call to a port. The sharing of information through the app between port actors makes planning more efficient for everyone involved. For example, when it comes to operational planning, the app provides updated current and correct information about when the ship is expected to arrive, when it arrives at the quay, planned departure time and any delays, etc.

Port Activity app was tested and developed in Gävle and Rauma ports. 14 ports in Finland will start using the app after the project end.
Port Activity app is an open-source solution and freely available for all interested organisations.

2. Ship flow optimisation

The project introduced the Flow optimization in the regular ferry traffic to improve situational awareness, facilitate higher predictability and efficiency as well as time saving and safety in the corridor. ECDISes, Portable Pilot Units and VTS systems were developed to be able to exchange routes with each other in order to very accurately calculate where in the fairway, canal or other confined water ships will be meeting each other.

Efficient flow of goods and passangers between Finland and Sweden

SmartLog - Prototype created that can improve the supply chain in the transport and logistics industry

The main aim with the project “Smart Logistics and Freight Villages Initiative” (SmartLog) was to develop new Internet-of-things (IoT) solution based on block-chain technology, that would help logistics and transportation companies to improve and make their supply chains more efficient.
Companies from Sweden, Finland, Estonia and Latvia were involved in the project along two TEN-T corridors: North Sea – Baltic and Scandinavian – Mediterranean corridor.
In order to test the new IT solution, in total 648 companies were contacted, and thorough communication with detailed analyses was conducted in 151 companies. The aim was initially to gain input to the companies software development, understand and map their processes, get an understanding on the maturity level of hard- and software and their susceptibility to the new technology.
Detailed process maps and simulations were done in 48 companies.
Finally, the developed software was connected to the IT systems of 12 companies and real time data gathered and analysed.
Within the time of the project, not enough companies started to use the new technology in such extent that measuring of the real impact and decreased transportation time on clearly defined routes was allowed. An important reason is that small and medium sized companies lack trust in new technologies due to security and privacy concerns, and they have low maturity level of digitalization.
However, the modelling shows that the improved cargo handling system would decrease transportation time and can be used and measured in every route or corridor. The time reductions along the two targeted corridors, based on process simulations, made up 6.3% and based on data analyses 3.8%. Larger time reductions can be expected when employees get more accustomed to using the benefits of the new software solution.
The new product is now developed and tested, and with relatively little effort companies if interested can take it into use. It can be accessed via:

The focus in the next step needs to be on large companies as their processes are better mapped and digitalized, their investment and know-how capability is better and IT systems more advanced.

REFEC focused on supporting the establishment of the Loviisa – Kunda ferry connection

The REFEC project aimed at reinforcing the establishment of the Eastern Finland – Estonia transport corridor by focusing on concrete measures to support the establishment of the Loviisa – Kunda ferry connection.

Firstly, the project produced an analysis on the freight potential that would use the Loviisa – Kunda ferry connection. Based on this information, concrete activities to support the connection establishment was carried out, such as port operative and master plans, benchmarking of best practises from similar connections in the Baltic Sea Region to be transferred to the Loviisa – Kunda connection as well as contacting potential shipping companies with ferry scheduling and route option plans. In addition, a roadmap to comply with the needed licences and regulatory requirements was created in the project.

Furthermore, impact assessment of the developed corridor was carried out. Based on the assessment, Loviisa-Kunda ferry connection would provide shorter mileage and travel time compared to the routes via the existing ferry services. Regarding environmental impact, the Loviisa-Kunda route CO2 emissions would be in line with the mileage observations. Another environmentally positive issue would be that the new ferry line would partly relieve heavy traffic in the capital regions. A new ferry line would also stimulate regional development in both countries by creating more jobs and investments to the region close to ports.

EDU-RAIL - harmonization of VET programs in railway engineering, transport and logistics

During its lifecycle, project EDU-RAIL tackled the fragmentation of VET in the field of railway engineering, transport and logistics in the Central Baltic region by aligning five specialization modules. The modules, 15 ECTS each, were developed by project partners in Estonia, Latvia and Finland. The study modules take into account the regional labor market needs, including joint regional aspects and the shared challenges related to the further integration with the European Railway system.

This resulted in the development of:

1) Jointly harmonized and modernized specialization and teaching methodology and study modules for railway engineering and logistics. The modules are used by partner organizations in Estonia, Latvia and Finland both for full-time students and by in-service training programs. The modules will be disseminated to other railway education institutions in the neighbouring countries of the CB region.
2) Teaching and study materials necessary to carry out the modules
3) E-learning methodology and e-learning materials to carry out the modules, with the support of the partners’ e-learning platforms
4) A teaching methodology for using railway simulators.
5) A plan to use a common study environment aimed at enhancing regional cooperation and a more efficient use of resources in each partner organization.

Harmonised and Modernised Multidisciplinary Railway Education

FinEst Link - fixed connection from Helsinki to Tallinn

FinEst link investigated whether it’s realistic to build a fixed link (tunnel) over the Gulf of Finland between Helsinki and Tallin. Upon project completion, the following results were produced:

Technical concept of a railway tunnel (1435 mm gauge railway tunnel with two rail tunnels and service tunnel)
Cost estimation for building the tunnel (13-20 billion euros)
Estimates for demand volumes of passengers and freight (passangers in 2050. Without tunnel, 14 million, with tunnel 23 million)
Cost-benefit analysis (B/C ratio is 0,45)
Economic impact analysis (impact on GDB between +4000 – +6900)
Planning objectives (daily commuting, travel chains, freight, environmental, safety and security, economic viability)
Strategic positioning of the railway tunnel in the TEN-T policy framework (direct continuation of Rail Baltica)

As an additional result of cooperation between Finnish and Estonian experts and officials, high level political cooperation was initiated as well. This is an important step for developing the idea further.
