Innovative Service Points for Maritime Tourists were produced

The main objective of the project was to increase the service level of small ports in Stockholm and Finnish Archipelagos. The aim was to start providing better travel information also for tourist who visit islands without their own vessel but using public transportation and/or bicycles. Project equipped 13 small ports with digital screens to display tourist/travel information and timetables for public transport.

They built/installed 7 service buildings (Flexible Service Modules, FSM) that could be used both as a weather protection but also to help tourists with charge lockers, bike-service equipment and bag-lockers. FSM units and piers in harbours were equipped with digital screens that show visitor information such as public transport departures and arrivals, tourist maps and weather reports.
Project investments will attract more maritime visitors in the region.

As the main result, the pollution to the Baltic Sea from the stormwater systems has been reduced in four pilot sub catchments - Viimsi (EE), Riga (LV), Turku (FI) and Lieto (FI) by applying new solutions in integrated cleaning of stormwater, management quality and real-time monitoring of water quality parameters. All pilots remain in active use of the participating municipalities.

Additionally, the project demonstrated a fruitful way of cooperating between local governments and higher education institutions in innovation for improvement of the environmental condition of the Baltic Sea. The project offered an excellent opportunity to bring together the best specialists from the participating countries for joint implementation. The project results provided to develop guidelines for constructing the wetlands and establish permanent sampling/ online monitoring systems.

MAREA developed a framework for mapping of marine ecosystem services

The MAREA project developed a framework for mapping of marine ecosystem services. Ecosystem services were modelled using a set of methodologies depending on the data availability and the service in question.

Ecosystem accounting models were further developed and applied in the project. This was a response to the need to develop ecosystem accounting both globally and on Europe’s level. Ecosystem accounting integrates economic sectors to the benefits that ecosystems provide.

A sustainability compass was developed during the project. It is a method and a tool for bottom-up social learning on sustainable practices in pursuit of prosperity and human well-being within ecosystems boundaries. The compass is targeted to companies operating in marine areas.

The project also developed subsections of the Geoportal (PlanWise4Blue): cumulative impact assessment tool, Sustainability compass tool and tools for customized socio-economic models. These are tailored to the Baltic Sea region's key actors/stakeholders. The geospatial portal is a user-friendly communication tool for decision-makers, allowing participation and continuous update of knowledge, data and analyses. The portal provides an indication of the best practices for improvement and alternative scenarios in support of joint decision-making.

The main objective of the project was to raise the maritime safety in coastal areas and in small ports in Estonia and Finland by developing integrated maritime technical assistance service – Trossi Service. The idea of the Trossi Service is to provide free non-emergency maritime assistance for recreational boats in Estonian coastal waters in case of problems with the boat. Easier technical assistance will be provided on site and/or the vessel will be towed to the nearest port where repair assistance can be obtained. Advice will be provided on finding a vessel parking space and repair shop.

As a result of project the safety Trossi service certificate was created in Estonia and first 5 small Estonian ports were certified. The network of Trossi service was created between Estonian and Finnish ports and there is an aim to extend it across the Baltic Sea region.

Project improved conditions/rescue capacity/service level in 10 small ports which are Trossi coordination centres: Pärnu, Grand Holm Marina (in Haapsalu), Purtse, Hara (in Juminda) and Kaberneeme ports in Estonia, and Hanko, Kasnäs, Loviisa, Nauvo and Tammisaari in Finland.

Many other small ports in Estonia (there are about 200 small ports in Estonia) have shown up the interest to fulfill the Trossi requirements and to join the network to be in the same standard with other local and Finnish ports.

The main achievement of the project was the improvement of 32 small ports and a Blue Flag certification of 17 upgraded harbours with a clear environmental signature.

Project improved conditions and service level in 32 small ports on the coast of the Baltic Sea in Estonia, Sweden, Finland and Åland. Ports invested in construction or renovation of service buildings including saunas, toilets, kitchens, etc., in improving quality of drinking water, wastewater and garbage treatment, green technology (solar panels), electrical pedestals, floating piers and pontoons. Safety training for harbour personnel was an important activity as well.

Project developed a Smart Marina app that can be used by boaters for finding location, get information about the destination and safety sailing guidance into the guestharbours. App can be downloaded from App-store or GooglePlay.

Sharing best practices between harbour owners and operators has been an additional value from the project. Joint marketing of the region, it’s ports and sailing opportunities is another valuable output of the cooperation.

The project CoMET created a training programme for maritime, logistics and cargo handling. The programme includes several different entities, like cross-border simulator training program, simulator-based training, emergency procedures, watchkeeping, operation of machinery system and engineering watch and cargo handling. The training programme is based on the labour market and educational needs which were mapped in the project and published in the publication “Establishing Learning objectives for Maritime simulator training. CoMET Project Report on Maritime Educational Needs and Learning Objectives”.

Training programmes for maritime, logistics and cargo handling has been collected to online Training Manual. The Manual and contact information can be found on project webpage.

There is also a separate publication about “Methods and pedagogy of maritime simulator training. CoMET Project Report on Guidelines for Simulation Education used in Joint Training”.

Besides the training materials, the participated Maritime Simulator Centres are now connected to European Maritime Simulator Network and are enabled to cross-border seafarers’ training. Piloted joint simulator centre trainings were documented on video.

BATSECO-BOAT improved sewage collecting services in 20 locations

The BATSECO-BOAT project achievements are based on making investments in altogether 11 new sewage pump-out stations, which of five are located in Finland, four in Estonia and two in Sweden. In Finland the project supported also the renovation of altogether nine old floating pump-out stations, so that those could be used for another 10 years.

At the end of project duration, the BATSECO-BOAT project has improved sewage collecting services in altogether 20 locations.

The project has produced information to support the decision making when investing in sewage collecting technologies. Reports produced by partners cover topics from recent technological assortment to chemical analyses of the sewage collected from leisure boats. In addition, the starting level of sewage collecting network before investments and analysing the legislative framework and mapping the boat traffic in Norrtälje archipelago has been covered, the latter piloting completely new way of collecting and elaborating data from AIS Class-B transmissions from leisure boats. The service costs of sewage collecting networks in Finland, Sweden and Estonia were also handled in a report.

Renovated pump-out station locations: Hakkenpää, Nötö, Vänö, Borstö, Örö, Kirjainen and Velkuanmaa. Two renovated stations from Högråra (Kejsarhamnen) and Pähkinäinen will be relocated for boating season 2022. New proposed locations are Hämmarö strait in Rymättylä/Naantali and Vikom in Nauvo/Parainen.

Best Available Technologies of Sewage Collecting for Boat Tourism

SEABASED helped to improve the status of marine area by reducing nutrients from the seabed

Eutrophication is one of the most large-scale problems of the Baltic Sea. While the nutrient load from land-based sources has been cut significantly during past decades, nutrients that are stored in the seabed and are being released from the sediment back to the waterbody.

The SEABASED Project (2018-2021) examined and assessed measures that potentially improve the status of marine area by reducing this “internal load” of nutrients from the seabed. The project also strengthened cooperation and shared knowledge between scientific communities as well as among authorities, political decision makers and third sector actors of the region on the feasibility, risks, and sustainability of the different sea-based approaches in different scales and sea areas, as well as on their financial sustainability.

The project implemented the following small scale local pilots in Finland, Åland and Sweden:

Marl application to phosphorus-rich bottom sediments in coastal bays in Sweden (Kyrkviken, Djuröfladen, Farstaviken) and Finland (Kolkka) (Ekeroth 2021). The pilots and its outcomes are presented in the report.

Irrigation of two fields in Åland for two seasons, 2019 and 2020, with brackish, nutrient-rich near-bottom water from the strongly eutrophicated bays Kaldersfjärden and Ämnäsviken. The pilot's main goal was to evaluate this sea-based method for reducing nutrients in the marine environment and restore the coastal areas into better conditions while presenting a win-win solution for the farmers and the Baltic Sea. Harvesting of stickleback was piloted in Sweden and Åland with the aim to uptake nutrients with the fish biomass, and, in addition, to develop techniques to efficiently harvest the abundant population of these small fish. The report for the stickleback harvesting can be accessed here. Short video about this pilot and lessons learnt.

In addition to stickleback harvesting, the construction of artificial reef structures and small- scale wetlands, “pike factories” aiming to improve the condition of coastal ecosystem in pilot bays to be more suitable for spawning and “nursery” of young generations of pike and other predatory fish which spawn in shallow sea bays. Video presenting the aim of the artificial reefs.

Removing the top layer of the sediment was planned but it was not possible to implement because proposed prices were too high. Instead, the potential of sediment top-layer removal for phosphorus uptake and reducing the oxygen demand in the bottom was studied with incubation tests in laboratory scale. The concept for aquatic compensations was designed, related to the renovation of the Water Act in Åland. More information in the final report Nutrient compensation for aquatic coastal environment — legal, ecological and economic aspects in developing an offsetting concept.

The practical and scientific knowledge, including estimates on impacts and sustainability, risks, costs, and feasibility of available sea-based measures gained in the SEABASED and previous projects is compiled as in the Practical Guidelines for Sea-based Measures.

Coast4us project resulted in 8 sustainable development plans for pilot regions around the Baltic coast

The aim of the project Coast4us was to develop a holistic and inclusive approach to the spatial and community development planning process by involving stakeholders of different interests to create sustainable marine and coastal development plans at different levels, including at community grassroots level.

During this project, partners worked in three main, interlinked areas:

mapping and collecting data;
the planning process and the development of plans;
evaluation of the tools and methods used.

Mapping and assessment of values (e.g. ecological, cultural and social) as well as mapping of the present use of resources and local demands for economic development was done. Planning tools (e.g. GIS, planning IT tool, LEA and Smart City Planning) were developed i to facilitate the planning process. Meeting points, both physical and web-based, were established.

The main results of the Coast4us project were 8 sustainable development plans for pilot regions around the Baltic coast:

Arkösund: A Future Analysis of Arkösund archipelago THE ROAD TOWARDS A SUSTAINABLE PLACE 2030 (Arkösund is a small community with 160 year-round habitants, 2000 summer residents and up to 40 000 tourists/visitors, 50 km from Norrköping)
Bergön: Future Analysis for Bergön (Bergön is an old coastal artillery base which is situated on an island in Sweden that is part of the Helcom MPA (marine protected area) area with high nature values, especially shallow water area that is included as part of the pilot area).
Ekön: Detailed plan for properties in Gryt (Ekön is a nature preserve located in the archipelago of Gryt in east Sweden of the municipality of Valdemarsvik).
Mariehamn and Sund: Summary Proposal for a Sustainable Coastal Zone (Mariehamn is an urban area in Aland with many buildings and concrete roads where the challenge was run offs from of the storm water; Sund is an agricultural dominated rural area where the challenge is are nutrient run off from the land to the water and many lakes and ditches are highly affected by eutrophication.
Kökar: Our Habitability: Sustainable Development of Kökar 2020-2030 (2050) (Kökar is a small island in Aland with 236 all-year inhabitants and 32,000 visitors/year). The goal was to make a sustainability plan for the island.
Saarema: Master Plan. (Saarema municipality in Estonia consisting of 4 bigger islands: Saaremaa, Abruka, Vilsandi and Kõinastu and lots of smaller islands, with 1300 km long coast line of Saarema island only). The main aim was to generate valuable input material for the Saaremaa Municipality´s general plan regarding coastal area region.
Tūja: Village Development Plan 2020-23 (Tūja is a village 33 km from the county centre Salacgriva and 75 km from Riga in Latvia).
Garupe: Garupe Village Development Plan 2020-2024 (Garupe is one of the most growing villages in the municipality of Carnikava, Latvia). The goal was to develop a sustainable, holistic and locally adapted marine and coastal zone plan for Garupe village and agree on priority activities.

A key activity, and new practice developed in the project, was informal local society involvement in the planning process, inspiring and motivating people to engage and act, as well as to strengthen collaboration between local communities and local governments. In that regard capacity and skills of various NGO’s, local communities and local governments were improved regarding development planning and society involvement issues. In addition, the scientific studies put the work of the project in a broader context and pinpointed important parts of the processes.

Four new plans "where the land meets the sea" and a guide for Integrated Coastal Zone Management provided by SustainBaltic

The aim of the SustainBaltic project was to ensure that sea-land interfaces would be preserved and further developed.

The challenge was tackled by defining the most crucial planning criteria. What needs to be considered when you want to create Integrated Coastal Zone Management (ICZM) plans?
The partner organisations gathered information about human activity, land use and nature areas in four case areas, two in Finland and two in Estonia. The areas are in total 6505 km2, and the total length of the Baltic Sea shoreline is around 280 km. In addition, another FIN case is located around 80 km along the river Kokemäenjoki.

During the first project year, the project integrated data from nature and human activities to present integrated human-ecological networks. Especially produced GIS information about environmental research projects and of participatory planning were utilised. Outcomes were visualised with thematic maps covering the Finnish and Estonian project areas.

During the second project year the Integrated Coastal Zone Management ICZM drafts were prepared for the case areas.
Different kind of interests were integrated in the preparation of the plans considering the sea-land interface (e.g. human and nature values, recreation areas, maintenance of blue-green networks, construction of housing). The plans were first tested and thereafter assessed by using both e-platforms and working group sessions of stakeholders and end users. Numerous local residents, stakeholders, and steering group members were involved in evaluating the drafts. The purpose was that all major stakeholders were represented with the power of giving feedback on the drafts in the participatory phase.

The new approach of SustainBaltic was the close co-working to define the most crucial ICZM planning criteria to be utilised and implemented further in Central Baltic Programme area. The project partners learnt from each other's experiences on different methodologies and shared the novel ones as land use zoning, ecosystem service approach in the spatial planning and map-based web surveys on the public evaluation of the draft plans. In addition, they became aware of different coastal land use traditions and different marine area-coastal planning rules between Finland and Estonia.

The e-guide shows a flowchart for regional level planners in the Central Baltic area.

The four plans differ from each other depending on local circumstances, regional development and the availability of data. The ICZMs act as a part of current regional plans and development programmes. The plans are ready for implementation and further development.

The implementation of the plans also points to the conclusion that the key features to consider when implementing socially, environmentally, and economically sustainable coastal and spatial plans are based on the diversification of the coastal land use. Entrepreneurial activity should be based on regional specificities and on careful management of the coastal nature. Respecting these principles enables the promotion of sustainable tourism.

After the project end, the plans are monitored by the Finnish regional councils and EST Ministry of Finance responsible for spatial planning in their areas.

The plans and the e-guide facilitate for similar approaches in other regions. The plans are both in English and in local languages.

The most useful communication activities to disseminate the work progress and achievements of the project seemed to be the face-to-face meetings with the local and regional stakeholders.
