SMART E263/E77 project modernised traffic management services along the route Tallinn-Tartu-Luhamaa-Riga

The main objectives of the project were to improve traffic flow, to increase traffic safety and to save travel time on the E263/E77 transport corridor from Tallinn via Tartu and Luhamaa in Estonia to Riga in Latvia by implementing smart dynamic traffic management solutions.

Project modernised traffic management services along the route by installing adaptive traffic lights, variable message signs, road weather stations, traffic cameras, etc. All these tools are integrated in one traffic management system monitored and operated by Traffic Management Centers allowing timely warning about situations on road and weather responsive traffic management, including dynamic cross border traffic management.

As a result of implemented tools on the E263 and E77 road, the travel time will be saved by 2,46 minutes per vehicle (0,88% up to 5,6% on 2+2 road sections). It also has a positive effect on reducing CO2 emissions.

Important impact of implemented measures is the increased overall traffic safety in Tallinn-Tartu-Võru-Luhama-Riga transport corridor.

Intelligent Transport and Traffic Management study module was developed

Project partners developed jointly a harmonized and modernized Intelligent Transport and Traffic Management study module (15 ECTS) and teaching methodology focused on transport and traffic safety management. The study module was developed by experts from three participating countries Estonia, Finland and Latvia. Different traffic and study conditions in countries were discussed and integrated into the study module. Joint study module was piloted with multinational groups of students.

Integrating the harmonized and modernized Intelligent Transport and Traffic Management study module to partner schools’ curriculum is expected to stimulate more cross border workflow as the education the students receive is common in all three countries. This also helps to increase traffic safety, efficiency, mobility and customer satisfaction across national borders, while reducing environmental impact.

In addition to the study module, relevant teaching and study materials, structured e-learning materials, teaching methodology for using simulation tools and common virtual study and teaching environment usage plan were developed.

Smart E67 improved the transport corridor Via Baltica (road E67)

Project improved the transport corridor Via Baltica (road E67), a key North-South direction transport corridor in Estonia and Latvia by taking into use Intelligent Transport System. Project activities included installation of new road weather stations, different variable message and warning signs as well as improvement of the existing traffic lights by making them to work in adaptive regime considering impulses given by traffic sensors.

In order to operate Intelligent Transport System equipment installed on the road, both Estonian and Latvian Traffic Information Centres IT infrastructure was upgraded introducing the cloud services. Necessary software was developed to ensure the synergy among the new and existing systems of both partners. In addition, project partners developed a common platform and procedures on what data how should be collected and processed to be usable for both countries to manage the traffic flow in the full length from Tallinn to border of Lithuania.

All new technologies and methods are synchronized with already existing traffic management systems and systems between countries; therefore, they are in use on a daily base and will be exploited in compliance with requirements issued by the producers.

An extensive information campaign was carried out to introduce the innovations on road E67 to the target group - drivers using the road. To assess the traffic situation and its improvements on the chosen road, a Study on the effectiveness and on the improvements of the Central Baltic transport Project „Smart E67“ was carried out as ex-ante and ex-post evaluation. Based on the ex-post evaluation:

Average driving time on the E67 route sections has been reduced by 2,05 minutes per vehicle;
Average total travel time on the route sections has been decreased by 0,747%;
The annual total travel time savings on E67 route sections is 192 000 hours/year.

Road Intelligent Transport System design and implementation won the 1st prize in the contest of new engineering structures of 2018 by Building design and Construction Council in Latvia.

Advanced traffic management on E67 transport corridor

Harmonised vocational educational training in nursing and maritime education thanks to OnBoard-Med

By harmonising and developing curricula for both maritime and nursing education institutions, OnBoard-Med filled a gap in multinational shipping industry.

The OnBoard-Med project developed nine vocational modules (2-8 ETCS) in maritime emergency management, medical treatment, and occupational safety. During the project it was found that communication and leadership are crucial for successful operation and handling of emergency.

The courses are suitable for maritime (seaman, deck officer, maritime engineer) and nursing (registered nurse, emergency care nurse and public health nurse) education institutions.

The results can have a broad impact on the education in the Central Baltic regions.
There are several dozens of vocational schools giving education of the OnBoard-Med topics, many in nursing.

The courses consist of a huge amount of learning materials developed in collaboration with the target groups: emergency crews, ships’ nurses, nautical and engineering professionals. Materials directly reflect the needs of working life and are based on survey and interviews of stakeholders and experiences gained. Real life scenarios, problems, solutions, simulation cases and materials are main achievements that can be used in other courses, too. Students enjoyed the joint pilots. It felt more real to practice communication with students from another country with both communicating in English.

The results contribute significantly to the existing national educational practices, and therefore attract continued use and further development e.g. as part of lifelong learning. The content is suitable for both e-learning and contact learning courses.
Both youth and adult learners attending the programs can increase their employment possibilities, as they easier will obtain the mandatory certificates needed in their professions and the materials in English improves the students’ mobility as workforce.

All institutions will get direct benefits from the project as the aligned course contents, the teachers’ manuals, and harmonised educational materials are free to use.

Different institutions can apply for study courses materials if they want to offer their students new study courses in related topics or to develop new ones.
Project partners are responsible for sharing the materials.

EDU-RAIL - harmonization of VET programs in railway engineering, transport and logistics

During its lifecycle, project EDU-RAIL tackled the fragmentation of VET in the field of railway engineering, transport and logistics in the Central Baltic region by aligning five specialization modules. The modules, 15 ECTS each, were developed by project partners in Estonia, Latvia and Finland. The study modules take into account the regional labor market needs, including joint regional aspects and the shared challenges related to the further integration with the European Railway system.

This resulted in the development of:

1) Jointly harmonized and modernized specialization and teaching methodology and study modules for railway engineering and logistics. The modules are used by partner organizations in Estonia, Latvia and Finland both for full-time students and by in-service training programs. The modules will be disseminated to other railway education institutions in the neighbouring countries of the CB region.
2) Teaching and study materials necessary to carry out the modules
3) E-learning methodology and e-learning materials to carry out the modules, with the support of the partners’ e-learning platforms
4) A teaching methodology for using railway simulators.
5) A plan to use a common study environment aimed at enhancing regional cooperation and a more efficient use of resources in each partner organization.

Harmonised and Modernised Multidisciplinary Railway Education

FinEst Smart Mobility project - Innovative mobility solutions in a cross-border environment

The ferry connection between Helsinki West Harbour and Tallinn Old City Harbour is one of the busiest in the world with over 8 million annual passengers. Current traffic creates substantial congestion, noise and other negative externalities at both ports and in both cities.

FinEst Smart Mobility piloted five ICT solutions in the harbours and adjacent areas, to find solutions for these challenges. The pilots focused on better integration of different transport modes in inner-city and cross-border traffic.

The main results of the project:

Harbour’s PSO by Infotripla is a real-time information system to monitor traffic in the Helsinki West harbour. The system recommends routes for outbound traffic and sends alerts to the traffic management officials. After project completion, Infotripla has become part of Jätkänsaari Mobility Lab in Helsinki – a large-scale umbrella project where smart mobility solutions are tested and scaled up for further use.
FinEst API by Fleetrange is an automated and real-time schedule tracking of ship traffic between Helsinki West Terminal and Tallinn Old City Harbour. The FinEst API combines data from various public open data sources such as the ship’s automatic tracking system data, schedules, ship parameters, historical tracking data and weather observations to provide real-time data about the ship’s departure and arrival.
FinEst Mobility by GoSwift is an application targeted towards truck drivers; It sends notifications about the exact time, when to drive to the ferry terminal gates and thus, reduces waiting at the port gates in the harbour. Logistic companies responsible for the trucks in the ferries and Tallink lines have made the platform available for their drivers.
The Kyyti app developed by Kyyti Group app aimed to decrease the use of private cars between West Harbour and Vantaa Airport by offering an affordable shared taxi service and public transport route information together with ticket sales. Kyyti combined public transport in the city, intercity buses, car rental & sharing, trains and payments and ticketing under one roof. Despite positive response from involved parties, demand for such service was low.

Most of the partners in the project used an innovation procurement method. This means that firstly, a procurement was made to gather ideas about smart mobility solutions and mini-pilots were carried out with the selected ideas. Secondly, the results of the mini-pilots were validated, and new ideas were gathered. As a result, 6 pilot ideas were chosen to develop and test the smart and innovative solutions to relieve the traffic load around the harbours.

Cooperation of stakeholders also brought some results which were not initially planned in the application but are very valuable outcomes:

In terms of public transport, the project enabled the integration of the Finnish Digitransit service into the Estonian peatus.ee service and thus, directly improving travel chain planning over the sea in near future
During the project, a possibility to purchase tickets for the Helsinki region public transport from Tallink and Eckerö Lines ferries was created, additionally to the planned results. This helps improve e.g. work-related commute.
