Energetic small ports in Central Baltic region paid attention to climate friendliness

The main aim of the project was to improve energy efficiency and climate friendly services in Central Baltic small ports. As a result of the project 13 small ports were improved. Investments on energy efficiency technologies, like solar panels and wind-power generators, and safety were made in following ports: Seili, Airisto Strand, Tervasaari, Sapokka, Keihässalmi Pyhtää in Finland; Bläse Kalkbruk, Klacksörarna in Sweden; Lennusadam, Lõunaranna, Roograhu, Kärdla, Orjaku and Sõru in Estonia.

Another important objective of the project was to promote the network of Central Baltic small ports as a joint destination for maritime tourists. All small ports of CB area were presented and marketed using marketing material (destination map, sailing route book and videos made in the project) and by using the online platform of CBSmallPorts.

Smart Marina improved 32 small ports

The main achievement of the project was the improvement of 32 small ports and a Blue Flag certification of 17 upgraded harbours with a clear environmental signature.

Project improved conditions and service level in 32 small ports on the coast of the Baltic Sea in Estonia, Sweden, Finland and Åland. Ports invested in construction or renovation of service buildings including saunas, toilets, kitchens, etc., in improving quality of drinking water, wastewater and garbage treatment, green technology (solar panels), electrical pedestals, floating piers and pontoons. Safety training for harbour personnel was an important activity as well.

Project developed a Smart Marina app that can be used by boaters for finding location, get information about the destination and safety sailing guidance into the guestharbours. App can be downloaded from App-store or GooglePlay.

Sharing best practices between harbour owners and operators has been an additional value from the project. Joint marketing of the region, it’s ports and sailing opportunities is another valuable output of the cooperation.

SEASTOP developed small ports to raise the level of service and to attract visitors to small ports.

It was achieved through:

Investments

The project developed ca 300 new mooring places, sustainable water and sewage systems as well as other public facilities (toilets, showers, etc.). These investments helped the ports become attractive stops for visitors. In addition, the investments lead to improvements in the local environment and in some cases also accessibility to disabled was improved.

Marketing and improvement of services

SEASTOP has successfully marketed the ports in fairs and helped to enable an increased cooperation between the ports. During the project a mobile application was developed for kids through which one can learn about the history of the archipelago. Each harbour has QR code to open this game.

The level of service in the ports have increased through the development of training videos and joint security plans.

Smart E67 improved the transport corridor Via Baltica (road E67)

Project improved the transport corridor Via Baltica (road E67), a key North-South direction transport corridor in Estonia and Latvia by taking into use Intelligent Transport System. Project activities included installation of new road weather stations, different variable message and warning signs as well as improvement of the existing traffic lights by making them to work in adaptive regime considering impulses given by traffic sensors.

In order to operate Intelligent Transport System equipment installed on the road, both Estonian and Latvian Traffic Information Centres IT infrastructure was upgraded introducing the cloud services. Necessary software was developed to ensure the synergy among the new and existing systems of both partners. In addition, project partners developed a common platform and procedures on what data how should be collected and processed to be usable for both countries to manage the traffic flow in the full length from Tallinn to border of Lithuania.

All new technologies and methods are synchronized with already existing traffic management systems and systems between countries; therefore, they are in use on a daily base and will be exploited in compliance with requirements issued by the producers.

An extensive information campaign was carried out to introduce the innovations on road E67 to the target group - drivers using the road. To assess the traffic situation and its improvements on the chosen road, a Study on the effectiveness and on the improvements of the Central Baltic transport Project „Smart E67“ was carried out as ex-ante and ex-post evaluation. Based on the ex-post evaluation:

Average driving time on the E67 route sections has been reduced by 2,05 minutes per vehicle;
Average total travel time on the route sections has been decreased by 0,747%;
The annual total travel time savings on E67 route sections is 192 000 hours/year.

Road Intelligent Transport System design and implementation won the 1st prize in the contest of new engineering structures of 2018 by Building design and Construction Council in Latvia.

Interactive information system for small harbours created by SmartPorts

Thanks to the project, 16 small guest harbours were improved with better infrastructure and safety in four countries (most ports in Estonia and Latvia).
Ports invested in new safety and environment protection equipment to make ports more secure, sustainable, comfortable and to provide better services in harbours. Ports have purchased navigation marks, buoys, meteorological stations, directional lights, and improved port facilities. E.g. Kõiguste installed self-service kiosk, navigation marks, line marks and gate system, and Purtse developed new webpage, purchased rowing boat, surveillance and port gate opening system.

The SmartPorts project created an interactive information system for small harbours.
Modern ICT solution (www.marinamia.eu) was launched to integrate region's small port network and contribute to tourism development.

Common marketing strategies and plans were developed for the participating ports and regions. During the project, partners held training sessions and meetings to discuss methods how to increase visitors’ number and provide sailors even better service quality. The most useful communication for project partners was attending at the maritime fairs in Germany, Sweden, and Finland. Thanks to the fairs, the partners could introduce and promote their ports to visitors. It provided great opportunity to answer to sailors’ questions and concerns. Also, a lot of sailors were interested in the best sailing routes in Baltic Sea. The number of foreign visitors by the sea is increasing. The visitors are also expected to stay longer in the improved ports.

Notable parts of the result are the improved safe navigation and docking services in the small ports as well as improved environmental protection and pollution prevention services.
The cooperation was very effective and successful between Estonia and Latvia. With Finland and Sweden, the communication was weaker, but the project was well implemented.

MASAPO - Increased maritime safety in small ports

MASAPO raised maritime safety in coastal areas and small ports. The targeted areas include western Estonia and the Åland archipelago. Increased maritime safety was achieved through training and increased capacity of voluntary maritime rescue organisations. Additionally, infrastructure development took place and rescue equipment (rescue boats, personal safety equipment and so on) was purchased in selected small ports.

The trainings and rescue exercises were organised together by project partners. The infrastructure development and purchases supported the training and helped achieve long-term commitment to be part of voluntary marine rescue.

In total, conditions, rescue capacity and service level was improved in eight small ports on Estonian islands (Kõrgessaare, Kärdla, Lõunaranna, Kuressaare, Soela, Suaru ) and on Åland islands (Rödhamn, Kasterholm).

To make the developed small ports more accessible, the project published an application that allows to ‘View your marinas of interest virtually in beautiful 360°-panoramas’. The app is available in Google Play Store.
