Become More Competitive improved landscape gardener vocational education programme in Latvia and Estonia

The project compared, supplemented and aligned with common up-to-date content an EQF level 4 landscape gardener vocational education programme in Latvia and Estonia. Close involvement of industry specialists ensured that the aligned training programme is practical and includes up-to-date methods. Project also elaborated educational materials in the volume of more than 30 ECTS for landscape gardening distance learning programme. To improve practical teaching process, a mini excavator and equipment for woodworking laboratory were purchased by project partners.

Teachers’ and industry stakeholders’ collaboration in educational materials development allowed to supplement educational content with the latest industry-oriented information. During the process of developing well-organised e-learning environment, teachers and educational institutions’ competence level in landscape gardening content increased, educational vision and goals were strengthened. In addition, the work on creating educational materials in Moodle environment enhanced teachers’ digital skills and supported ICT application in teaching process. Close cooperation with landscaping professionals also gave an opportunity to give feedback to industry on vocational education challenges and landscape gardener’s vocational standard.

Project has expressed that the cross-border collaboration was a big benefit and allowed project partners to share experience and insights, have common discussions and activities, personal contacts with industry representatives and new ideas. Project partners keep improving and implementing the landscape gardening curricula in Estonia and Latvia and have already made plans for future cooperation including with relevant organisations from other countries.

iSEE project innovated social entrepreneurship education

The project iSEE focused on developing study course about social entrepreneurship. The project resulted in 12 ECTS course which is targeted for students, and finetuned for the needs of entrepreneurs.

To be able to create a need-based study course, the project collected information and data about social entrepreneurship from EU reports, and academic literature, and interviewed social enterprises and social enterprise organizations. Partners benchmarked social enterprises and ecosystem of social enterprises to create learning materials, to describe how they combine economic activities and social mission and how they define success. Lessons learned were put in practise during the intensive study week i.e., students from partner institutions (LAB University of Applied, University of Tartu, Riga Technical University and KTH Royal Institute of Technology) worked together with social entrepreneurship cases and topics and got familiar with the opportunities that social entrepreneurship could offer.

The developed course “Social Entrepreneurship and social impact” contains the following parts:

CSR and social entrepreneurship

iSEE - innovating Social Entrepreneurship Education

EPIG educated professionals on islands in gastrotourism

The main result of the project is a joint curriculum for Gastro Tourism (10 ECTS) which implementation is supported by a teachers’ manual and further trained teachers. During the combined activities, especially the workshops for the teachers, both the curriculum and the teacher manual were extensively discussed. Also students were involved in developing and improving the curriculum.

One of the outcomes of the project was that the lack of skills and the needs of skill enhancement in the gastronomy and tourism industry were analysed using a survey. Presenting the results of the survey motivated teachers and other stakeholders to take part in the project and to see a need to actively participate in the development of a new curriculum. The bottom-up approach which allowed all teachers to contribute to the development of the curriculum was highly estimated. It encouraged greater commitment from project participants and better relationships between colleagues because everyone was given the opportunity to influence decisions, regardless of their position.

Project has indicated in their final report that the biggest value of the cross-border cooperation was that the participants learned from and about each other as well as about successful factors influencing the Gastro Tourism Industry in both countries. In addition, the cooperation project provided inspiration, improved language skills and cultural exchange among teachers and students.

Educating Professionals on Islands in GastroTourism

The Sustainability in Finance (SuFi) created a study programme on Sustainable Finance

The project SuFi created a 15 ECTS study programme on Sustainable Finance. The project resulted an open online education module within business education to meet new competence needs. The module is rooted in partner institutions and made available for all, on an open educational platform (Moodle).

To be able to develop a need-based study programme, the project made a survey which mapped the finance service sector professionals’ expectations on future sustainability competence needs among vocational business graduates. The ideation process of the study programme also included views from educational institutions including students.
The study programme includes three modules which can be also studied independently. The modules are following:

Sustainable development and climate change (5 ects)
Sustainable finance (5 ects)
Future megatrends and vocational competences (5 ects)

The study programme was piloted by four partner institutions: Haaga Helia University of Applied Sciences (FI), Vocational education and training center "Liepajas State Technical school" (LV), Tartu Vocational Education Centre (EE) and Åland University of Applied Sciences (AX). Totally over 400 students took part in piloting.

The study programme can be accessed through Haaga-Helia Applied Science moodle platform by logging in as a quest and selecting Sustanable Finance project.

GirlPower developed and piloted entrepreneurship study module for youth

Project developed and piloted entrepreneurship study module which can be used by partner and other organisations for organising entrepreneurship training for youth. Project materials were translated into Latvian and Estonian. Both project partners intend to incorporate the Study module into their regular teaching activities. In addition, ICT platform was developed and guidelines for using the platform prepared to provide online support for young people interested in entrepreneurship. The ICT platform gave an opportunity to find a mentor from another country and get support based on international experience, as well as communicate with participants from another country and discuss with her the possibilities of a common business in future.

During the project implementation, 20 cross-border student companies pitched their business ideas during two hackathons organised by the project. Student companies brought together girls from Latvia and Estonia and went through a simulated process of business start-up and development starting from a business idea and ending with an activity plan.

Cross-border added value of the project is emphasized by the fact that girls from Latvia and Estonia had the opportunity to get acquainted with the trends, characteristics and specific examples of women's entrepreneurship in the neighboring country. Target group also had a great opportunity to communicate with their peers from Latvia and Estonia, get to know their culture and mentality, understand their problems, and find ways to solve them together.

Intelligent Transport and Traffic Management study module was developed

Project partners developed jointly a harmonized and modernized Intelligent Transport and Traffic Management study module (15 ECTS) and teaching methodology focused on transport and traffic safety management. The study module was developed by experts from three participating countries Estonia, Finland and Latvia. Different traffic and study conditions in countries were discussed and integrated into the study module. Joint study module was piloted with multinational groups of students.

Integrating the harmonized and modernized Intelligent Transport and Traffic Management study module to partner schools’ curriculum is expected to stimulate more cross border workflow as the education the students receive is common in all three countries. This also helps to increase traffic safety, efficiency, mobility and customer satisfaction across national borders, while reducing environmental impact.

In addition to the study module, relevant teaching and study materials, structured e-learning materials, teaching methodology for using simulation tools and common virtual study and teaching environment usage plan were developed.

The project FinLat-logic developed a joint study programme for vocational education in the field of logistics. It harmonized professional education programme of “Logistic Worker” implemented both in Finland and Latvia. As the programme includes strong element of work-based learning, the study programme was developed in close cooperation with representatives from logistic companies. The companies also provided an opportunity for students to do work-based learning across the borders during the project implementation and piloting of the developed study programme.

The project process of aligning vocational education programmes is described in the report "Aligning work-based learning curricula in VET programs of logistics through cross-border WBL in Latvia and Finland".
The developed study programme on “Logistic Worker” includes following modules:

UniLog improved university-level vocational training

The UniLog project improved university-level vocational training by creating a joint study package for logistics. The project developed flexible teaching materials (18 ECTS for the bachelor's level, 15 ECTS for the master's level), which can also be used in vocational training and as part of lifelong learning programs.

Bachelor level programme includes three modules:

Holistic approach to logistics
Managerial skills, including sustainability

Master level programme includes following modules:

New technologies (4ECTS)
Holistic approach to logistics (8ECTS)

Developing Central Baltic University Level Professional Logistics Education

CoMET created a training programme for maritime, logistics and cargo handling

The project CoMET created a training programme for maritime, logistics and cargo handling. The programme includes several different entities, like cross-border simulator training program, simulator-based training, emergency procedures, watchkeeping, operation of machinery system and engineering watch and cargo handling. The training programme is based on the labour market and educational needs which were mapped in the project and published in the publication “Establishing Learning objectives for Maritime simulator training. CoMET Project Report on Maritime Educational Needs and Learning Objectives”.

Training programmes for maritime, logistics and cargo handling has been collected to online Training Manual. The Manual and contact information can be found on project webpage.

There is also a separate publication about “Methods and pedagogy of maritime simulator training. CoMET Project Report on Guidelines for Simulation Education used in Joint Training”.

Besides the training materials, the participated Maritime Simulator Centres are now connected to European Maritime Simulator Network and are enabled to cross-border seafarers’ training. Piloted joint simulator centre trainings were documented on video.

Internationally competitive maritime education for modern seagoing and high quality port services

ITSVET - ICT security skills on the vocational education level

The ICT Security Specialist curriculum was developed in English and localized for Estonia, Latvia, and Finland. 8 VET schools from Estonia, 5 schools from Latvia and 12 schools from Finland have been involved in project activities and teacher training and are preparing themselves to use the developed curricula.
Most important outcomes:

Competence-based occupational standard for ICT Security Specialist EQF level 5.
ICT Security Specialist curriculum for level EQF 5 in English, Estonian, Finnish and Latvian. Curriculum was piloted in all participating countries (EST, FIN, LAT) before issuing the final version.
Learning Resources, especially practical Lab Manuals focusing on 26 most relevant ICT security topics for EQF 5 level specialists. These learning resources can be used for any VET or ICT training provider to use as is or to modify and use partially.
Skilled and competent VET institution teachers: Teachers from 25 VET institutions were trained. To support teachers in introducing and teaching the curriculum Teacher handbooks were developed and launched in the form of a web source.

The project communicated directly with all main target groups: employers/SME's were addressed to define the skills gaps, VET students as main endusers were involved in direct training while piloting the curriculum and learning materials and VET teachers were engaged in teacher training and teachers' manual development. The electronic channels were for informing about international dissemination events, SME feedback survey, and teacher training.

The specific technical issues are subject to quick changes, but, as the curriculum consists of independent lab manuals, it should be easy to make changes in these.
Project has reported already clear interest from VET schools from the Netherlands, UK, and Spain, to introduce the concept also to their countries and to widen the scope of ICT security curricula to non-ICT students also.
